Based on Google Maps satellite photos, the site has an 8-lane track
For 1500m
USATF Rule 166.2(c).iii, says "no more than 12" advance to 1500m final
Based on the 2017 championships, "12 Advance: Top 0 from each heat plus next 12 best times". This means that the best 12 times from all heats will advance, regardless of place in each heat.
For 2018, 13-14 boys, "12 Advance: Top 2 from each heat plus next 4 best times"
9-10 girls 400m, I see 62 athletes entered. There is a prelim and a final.
Top 8 times advance from prelims to finals.
9-10 girls 200m, I see 63 athletes entered. There is a 1st round prelim, a semi-final, then a final.
Preliminary heats (for 57-64 athletes) means 8 trial heats (up to 8 athletes per heat)
To advance to semi-finals, top 2 athletes from each trial heat + next 8 best times across all trial heats; (8 * 2) + 8 = 24 athletes total advance to semi-finals
Semi-finals heats, 3 heats * 8 athletes per heat = 24 athletes compete in semi-finals
To advance to finals, top 2 from each semi-final heat + next 2 best times from across all semi-final heats; (3 * 2) + 2 = 8
Final has 1 heat of 8 athletes
To summarize, if athlete can finish in Top 2 in their heat in the trial and semi-final rounds, they will auto-advance to finals. Otherwise, they will have to run a "next best time" in each round to advance.
